It’s a picture of a child of the Dukha reindeer people of northern Mongolia. A video documentary about them by the photographer can be viewed here. Sadly both they and their reindeer herds are dying out; there’s only about 200+ people and 600 reindeer remaining. National Geographic also has a good article from 2004 about the problems the Dukha have been facing, which can be read here.
